The China Iron and Steel Association (CISA) has emphasized that the uneven pace of transitioning to ultra-low emissions has resulted in significant disparities in environmental protection costs among steel enterprises, thereby distorting fair competition. For companies that have completed this transformation, the cost per ton of steel for environmental protection has surged to 218.43 yuan, escalating production costs and undermining market competitiveness. Enterprises in non-priority regions, beset by funding constraints and equipment limitations, have lagged behind in their transformation efforts. By 2025, the steel industry must invest an additional 200 billion yuan to attain ultra-low emission standards and a staggering 20 trillion yuan to meet "dual carbon" targets. Nonetheless, green credit accounts for merely 1% of the total credit in the steel sector, and financing hurdles are impeding the research and development of low-carbon technologies as well as the industry's green transformation.
