The National Development and Reform Commission (NDRC) held a series of press conferences on advancing toward the "15th Five-Year Plan," briefing on efforts to cultivate and strengthen new growth drivers. Ren Zhongbao, Deputy Director of the Department of Innovation and High-Tech Development, noted that future industries are characterized by long cultivation cycles and high market risks, necessitating greater government investment and improved risk-sharing mechanisms. The demonstrative role of the national venture capital guidance fund will be leveraged to channel investment toward seed-stage, start-up-stage, and early-to-mid-stage enterprises in future industries—supporting industrial innovation with patient capital and mobilizing social capital to invest early, in small enterprises, for the long term, and in hard tech. In parallel, the NDRC will coordinate with relevant departments to scale up policy support, including financing guarantees and risk compensation, and to develop dedicated products such as science and technology insurance, thereby safeguarding the growth of future-oriented enterprises.
