According to the research report from CITIC Construction Investment, August witnessed an intensive implementation of policies aimed at facilitating a green and low-carbon transformation, accompanied by a dual reinforcement of systems and market mechanisms. Domestically, the '15th Five-Year Plan' concerning coal, oil, and gas has been launched, delineating a clear trajectory towards achieving peak consumption levels for coal and oil. Meanwhile, the national carbon market has intensified penalties for non-compliance violations, broadened the scope of financial standards for transformation to encompass 11 industries, and instituted a lifelong accountability system for ecological and environmental damage. These measures have solidified local responsibilities and transitioned the transformation process from planning to actual implementation. Internationally, the development of sustainable disclosure rules and net-zero standards is progressing in tandem, with heightened investment in clean energy offering explicit guidance for enterprises' low-carbon development endeavors. Regarding market funds, the domestic issuance volume of ESG funds has experienced a month-on-month increase, with the monthly issuance scale of ESG bonds reaching a new peak.
