The Financial Committee Office of the CPC Shanghai Municipal Committee, along with other relevant departments, has jointly unveiled a set of measures titled "Several Measures for Shanghai to Fully Harness the Direct Financing Function and Further Bolster Financial Services for Science and Technology." These measures aim to refine the investment relay mechanism linking primary and secondary markets, enhance the standardized development of key hard-tech enterprises listed on the Science and Technology Innovation Board, and streamline communication and coordination for overseas listings. They also involve managing information on enterprises recommended by local governments for listing on the Growth Enterprise Market.
Shanghai and its districts will work hand in hand to offer guidance on corporate compliance, helping key science and technology enterprises in the city to link up with both domestic and international capital markets. Simultaneously, the listing guidance system for tech enterprises will be refined, pooling intermediary resources to deliver tailored capital market training and matching services.
There will be support for the creation of cornerstone investment funds, with efforts made to facilitate their cross-border investments through streamlined review, filing, and exchange procedures. Public funds, bank wealth management products, and other entities are encouraged to launch more tech-innovation-themed ETF funds and wealth management products, thereby reinforcing the tech investment landscape in the secondary market.
