The planned initiatives are centered on innovation-driven development, reinforcing strategic scientific and technological prowess in the marine sector, and optimizing the innovation ecosystem. Additionally, the plan underscores the importance of industrial upgrading by solidifying the competitive edge of the marine equipment manufacturing industry, nurturing and strengthening emerging industries, elevating the standards of service sectors, and fostering the efficient utilization of marine energy resources.
