This policy document outlines a strategic roadmap to bolster the commercial satellite remote sensing sector in Beijing, with a focus on fostering a diversified and robust ecosystem of operating entities.
Central to the measures is the encouragement for internet giants and geographic information firms to innovate and develop value-added services leveraging commercial satellite data. Furthermore, the policy advocates for the cultivation of integrated operating entities that seamlessly blend 'satellite data' with various industries, creating synergistic opportunities and driving sectoral growth.
A pivotal aspect of the strategy involves incentivizing capable enterprises to undertake mergers and acquisitions of upstream and downstream companies within the satellite data sector. This move aims to consolidate and streamline the ground station network and data application service industry chain, ultimately giving rise to globally competitive, chain-leading enterprises.
Additionally, the measures emphasize the need to fortify the specialized, refined, and innovative development of commercial satellite enterprises. To this end, the policy offers research and development (R&D) expense tax deductions to enterprises operating in niche sub-sectors, such as AI-driven remote sensing data processing, space-based computing networks, and the development of innovative application platforms, provided they meet the stipulated policy criteria.
