On November 18, reports emerged indicating that for several months running, upstream photovoltaic powerhouses like Tongwei and GCL - Poly, in collaboration with industry associations, have been vigorously championing an integration plan for the 'procurement and stockpiling' of polysilicon production capacity.

At the 2025 8th China International Photovoltaic and Energy Storage Industry Conference, Liu Hanyuan, Chairman of the Board of Directors at Tongwei Group, highlighted that the immediate priority lies in tackling conceptual and ideological hurdles. Specifically, this means figuring out how to precisely gauge the strength and timing of antitrust and anti - internal - competition measures. This is a conundrum that necessitates joint deliberation from society, the media, and government officials.

He stressed that at this juncture in China's development, the more pressing concern is to stave off excessive competition, disorderly competition, and rampant internal competition, rather than focusing on oligopolistic monopolies. The rationale is that in the majority of Chinese industries, establishing a true oligopolistic monopoly in the short term is a tall order. Even if such a scenario were to materialize in the future, antitrust discussions could be held then. Hence, Liu Hanyuan is of the opinion that the procurement and stockpiling of silicon materials won't spark antitrust concerns and shouldn't serve as a pretext for questioning upstream integration.
