On September 18, 2025, the Shanghai Municipal Commission of Economy and Informatization released a notice to publicly solicit opinions. The rules set out clear criteria for defining high-growth enterprises, such as gazelles (rapidly growing small-to-medium-sized enterprises) and unicorns (startups valued at over $1 billion), along with corresponding service provisions and dynamic management mechanisms. Enterprises initially classified as gazelles are eligible for a maximum reward of RMB 1 million, while those recognized as unicorns can receive up to RMB 2 million.
