The Japanese government, as reported by Asahi Shimbun, announced on the 12th that it will enforce a new recycling policy encompassing three product categories: mobile power banks, mobile phones (including smartphones), and heated tobacco devices. Due to the frequent mixing of the small lithium batteries embedded in these products with general waste, which has resulted in numerous fires at waste treatment facilities, the government has designated them as "statutory recyclable products." The newly implemented regulations mandate that manufacturers, importers, and distributors recycle and reuse these discarded devices. These regulations will come into force concurrently with the amendments to the Act on Promotion of Effective Utilization of Resources in April 2024. For companies that fail to adhere to these regulations, the competent authorities may take action, including issuing written warnings, administrative orders, and imposing fines. While users themselves will not face penalties, they are obliged to dispose of these devices properly by sending them to authorized appliance stores or local government recycling points, in accordance with the regulations.
