China Introduces New Regulations on Mandatory Certification for Mobile Power Banks and Lithium Batteries, Effective August 2025

The Certification and Accreditation Administration of the People's Republic of China (CNCA) has announced the Implementation Rules for Compulsory Product Certification: Mobile Power Banks, Lithium-ion Batteries, and Battery Packs (Trial), which will take effect on August 15, 2025. Under these new regulations, certification bodies are mandated to develop detailed implementation guidelines based on the new rules and general implementation protocols, and to commence certification activities after registering with the CNCA. Currently valid 3C certification certificates may continue to be utilized and will undergo a transition process, such as certificate renewal upon expiration. The 3C certification system, a compulsory market access requirement in China, aims to enhance safety and environmental protection standards, thereby strengthening the oversight of mobile power banks, lithium-ion batteries, and battery packs.
