On August 4, the General Office of the People's Government of Hainan Province unveiled the "Three-Year Action Plan for Accelerating the Development of a Modern Industrial System in Hainan Province (2025-2027)." The plan underscores the urgency of accelerating the deployment of computing power industries, nurturing the data factor market, and ensuring the secure and efficient circulation of data, with the goal of bolstering the core competitiveness of digital application scenarios. It outlines leveraging blockchain, AI, and big data technologies to bolster the capabilities of sectors like digital health, digital entertainment, and sharing platforms, while proactively fostering industries such as game exports, data processing, semiconductor chips, and integrated circuits.

Additionally, the plan aims to harness the digital transformation of enterprises in new petrochemical materials, modern biomedicine, high-end food processing, and equipment manufacturing as a catalyst for promoting the deep integration of the digital and real economies. By 2027, it is anticipated that the operating revenue of Hainan's core digital economy industries will reach RMB 220 billion, marking a significant milestone in the province's technological and economic advancement.
