These measures are designed to bolster the clustering and development of the digital content industry within the city. Among the key strategies are support for the establishment of digital content industry clusters, encompassing content creation and services in diverse areas such as digital games, film and television, music, live streaming, short dramas, and short videos. Furthermore, Shanghai will embark on a pilot policy, which will classify game products developed by foreign-invested game enterprises as domestic games, and introduce pilot projects for copyright pledge financing. These efforts are intended to further invigorate the industry and enhance its overall dynamism.
