The National Development and Reform Commission (NDRC) and the National Data Administration have jointly issued a notice aimed at establishing a comprehensive price formation mechanism for authorized operations of public data resources. The notice underscores the importance of standardizing pricing procedures, clarifying that the development and reform departments, in conjunction with data management departments, will collaboratively approve the maximum permissible revenue for operating agencies. Based on this approval, standards for public data operation service fees will be formulated. Authorized entities, operating within the established maximum revenue limit, will set upper limit charging standards for a variety of products and services, and submit detailed written reports to the relevant departments. Operating agencies retain the autonomy to determine specific charging standards within these defined limits.
