These guidelines specifically advocate for industry leaders and Internet platform enterprises to establish dedicated data business entities. Additionally, they support the expansion of large-scale data enterprises and nurture innovative small and medium-sized data enterprises. Furthermore, the guidelines propose directing leading firms to share resources such as data, algorithms, and computing power with smaller enterprises, enhance industry-academia-research collaboration, establish a data industry innovation consortium, and cultivate a collaborative innovation ecosystem spanning the entire industrial chain from upstream to downstream.
