These opinions strive to establish a fair and efficient mechanism for allocating data value, thereby encouraging enterprises to innovate and enhance the value of data across the production, supply, circulation, and consumption of data products and services. The guidelines emphasize the principles of market-based evaluation of contributions and reward distribution, ensuring that all stakeholders receive benefits commensurate with their role in generating data value. Additionally, the opinions advocate leveraging the market's decisive role in resource allocation and explore the creation of a revenue allocation and adjustment framework tailored to data products and services, thereby optimizing the government's regulatory role.
