November 6 – Opposition to data centers is intensifying across the United States, with projects repeatedly suspended or blocked. The midterm elections have reshaped the regulatory landscape in multiple regions almost overnight, placing AI infrastructure development in an even more unfavorable environment. Newly elected governors in Ohio, Georgia, Michigan, New Mexico, and Texas all pledged during their campaigns to halt or pause statewide data center construction, while the new governors of New York and Oregon have promised to extend local moratoriums already in place. In Alaska and Kansas, gubernatorial candidates who support a construction moratorium are currently leading, though the results have not yet been officially certified. Data from market intelligence firm Cleanview shows that about 40% of the pending data center capacity in the United States is planned for the aforementioned states. In addition, 46 local ballot measures have passed or are expected to pass, similarly impeding data center development, with at least 17 of them directly banning the construction of large data centers.
