OpenAI has announced a framework called the National Community Compact, pledging that when negotiating data center projects it will not use non-disclosure agreements, will not make local residents bear the projects' electricity costs, and will provide clear data on community impacts such as noise, water use, and energy consumption. The company also commits to reducing electricity consumption during peak periods and feeding power back to the grid, setting local hiring targets where local labor conditions allow, and publicly reporting progress on fulfilling its commitments. OpenAI believes the framework should be incorporated into relevant laws regulating the expansion of artificial intelligence. Two days before the framework was announced, voters across the United States at all levels of elections supported candidates advocating restrictions on data center development and stronger AI regulation.
