Five departments have jointly issued the Action Plan for Implementing the Comprehensive Resource-Saving Strategy. The plan proposes advancing energy-saving and carbon-reduction upgrades of infrastructure including computing power facilities, communication base stations, and equipment rooms, while optimizing the energy consumption structure. It also calls for improving energy production efficiency, strengthening the low-carbon transformation of coal-fired power units, and steadily reducing the comprehensive line loss rate of the power grid. The goal is that by 2030, energy consumption per unit of value added of industrial enterprises above designated size will decrease by more than 10% compared with 2025, and energy savings of more than 150 million tons of standard coal will be achieved through energy-saving and carbon-reduction upgrades in key industries.
