The National Development and Reform Commission held a press conference as part of its "Striving for the 15th Five-Year Plan" series, providing updates on efforts to cultivate and expand new growth drivers. Luan Jie, Director of the Policy and Planning Department at the National Data Administration, announced that during the 15th Five-Year Plan period, China will build a nationwide integrated data market characterized by openness, sharing, and security. To that end, the Administration will accelerate the formulation of top-level policy documents, improve rules and standards governing data circulation and transactions, cultivate specialized data circulation service institutions, and encourage market-based approaches to data pricing and revenue distribution—ensuring that all parties involved in data supply, processing, development, and utilization receive reasonable returns. In parallel, the Administration will work with relevant departments to plan and launch a new round of the three-year "Data Elements ×" initiative, study and draft guidelines for data circulation and utilization in key industries, remove bottlenecks across the entire data value chain, and establish a closed loop for unlocking the value of data elements.
