On September 22, CITIC Securities' research report pointed out that this week's policies focus on improving the quality of advanced manufacturing, expanding investment in emerging industries, and boosting consumer spending. The National Conference on Advanced Manufacturing identified next-generation intelligent manufacturing as the primary focus, with the "AI + Manufacturing" special initiative set to address shortfalls in key areas such as high-end chips, industrial software, and intelligent equipment. Meanwhile, the 15th Five-Year Plans for electronics, pharmaceuticals, and cultural tourism were released, outlining medium- to long-term growth paths for semiconductors, AI computing power, innovative drugs, and cultural tourism consumption. Policies also aim to optimize the investment environment for private enterprises and unlock service consumption potential through measures such as opening up application scenarios, resolving payment delays for SMEs, and increasing the supply of elderly care, rehabilitation, and sports events. Research found that computing power infrastructure construction in Ulanqab-Zhangjiakou continues to heat up, with China Unicom Data planning a long-term capacity of 7GW and Alibaba's computing power capacity in Inner Mongolia expected to reach 2GW by 2027. Power supply, energy assessments, and land availability have emerged as key constraints for project implementation.
