On August 30th, during the 2026 China International Big Data Industry Expo, Liu Liehong, the Director of the National Data Bureau, announced that the bureau would explore innovative business models, including token value-added subscriptions and pay-for-performance arrangements, tailored to key sectors within the national economy. Data labeling, a process that involves annotating raw data to facilitate artificial intelligence training, is central to these efforts. The National Data Bureau intends to roll out a fresh wave of data labeling pilot initiatives across 32 cities, focusing on areas such as industrial manufacturing, healthcare, and transportation, in a bid to break through development bottlenecks in the data labeling sector.

In terms of fostering digital talent, multiple departments will join forces to create and enhance a comprehensive talent development framework. This framework will encompass undergraduate, master's, and doctoral programs in disciplines related to data elements, while also fine-tuning the academic discipline landscape to better meet industry needs.
