This policy outlines a comprehensive strategy to bolster infrastructure development within computing power parks. It advocates for the establishment of direct links between communication backbone networks, metropolitan area networks, and computing power parks, thereby expediting the 'Millisecond Computing' initiative.

Furthermore, the policy underscores the importance of coordinating the deployment of primary and backup power supplies within these parks, endorsing the creation of intelligent microgrids. It also prioritizes the utilization of local government special bonds to fund qualified infrastructure projects in computing power parks. Additionally, the policy fosters the development of public service amenities, such as computing power scheduling platforms and computing power supermarkets, to enhance overall efficiency.

In terms of computing power provision, the policy stresses the necessity of strategically expanding the layout of intelligent computing facilities to meet the demands of large-scale model training and inference. It calls for the accelerated construction of intelligent computing clusters on a scale of 10,000 cards and advocates for a balanced allocation of general-purpose, intelligent, and supercomputing resources to elevate the proportion of intelligent computing. Moreover, the policy encourages leading universities, research institutions, and enterprises to leverage provincial computing power resources, with eligible entities receiving support through 'computing power vouchers'.
