On July 23, 2026, various departments in Shanghai rolled out a series of initiatives aimed at enhancing the ecosystem for technology mergers and acquisitions (M&As). These measures include boosting the transparency of review criteria for listed companies acquiring tech firms, facilitating both parties in negotiating pricing through a variety of valuation approaches. Additionally, Shanghai plans to establish a repository of case studies and a valuation database specifically tailored for tech enterprise M&As. The city is also promoting the implementation of exemplary cases showcasing simplified review procedures for tech enterprises, while actively encouraging third-party M&As. By linking up with national-level M&A funds, Shanghai intends to harness the power of the state-owned M&A fund network and attract market-driven M&A funds to engage in M&A activities centered around the tech enterprise industrial chain. Furthermore, the city is encouraging domestic insurance companies to team up with overseas institutions to create localized M&A insurance products.
