On May 6, the 2026 Global Digital Cooperation Exchange Conference and Global Data Week commenced in Shanghai. During the conference, it was announced that, under the auspices of the National Data Administration, Shanghai—one of the inaugural pilot cities for international cooperation in the data sector—has officially launched the Shanghai Comprehensive Pilot Program for International Cooperation in the National Data Sector. Focusing on six key areas and encompassing 17 specific tasks, with a forward-looking vision set for 2030, Shanghai aims to construct a cutting-edge international data cooperation framework. This framework will be characterized by state-of-the-art infrastructure, mutual recognition of regulatory standards, supportive operational platforms, and seamlessly integrated application scenarios. Additionally, Shanghai will establish a robust operational structure comprising 'high-standard cross-border data infrastructure, a premium system for mutual recognition of standards, high-capacity platforms for international collaboration, and a highly synergistic ecosystem for overseas expansion services.' This initiative seeks to pioneer new avenues for global digital governance and facilitate the smooth cross-border flow of data.
