Zhou Hongyi, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and founder of 360 Group, put forward several proposals at the 2026 sessions of the National People's Congress (NPC) and CPPCC. These include optimizing the distribution of inference computing power, fostering the widespread adoption of security agents, and supporting the "dual enhancement" of agent technology and human talent. He highlighted that China currently lacks dedicated clusters of computing power centers specifically designed for inference tasks, and there is a need to better align regional supply and demand. Moreover, he pointed out that breakthroughs in specialized inference chip technology are also essential. To tackle these challenges, he recommended that the government introduce guiding policies for the allocation of inference computing power and establish a ‘nationally coordinated, locally optimized’ system for inference computing power allocation. This system would be tailored to the scenario density, computing power gaps, and energy support capabilities of different regions.
