On January 19, 2026, the Ministry of Industry and Information Technology (MIIT), in collaboration with four other departments, jointly released a set of guidelines. These guidelines aim to facilitate intelligent carbon management by boosting digital and intelligent capabilities.

The guidelines underscore the necessity of implementing a comprehensive framework, championing the establishment and efficient operation of digital energy and carbon management hubs. By harnessing cutting-edge technologies such as the Industrial Internet, the Internet of Things (IoT), and big data analytics, it becomes feasible to achieve precise measurement and intelligent oversight of energy consumption and carbon emission data.

Furthermore, factories are urged to intensify their adoption of next-generation information technologies, including artificial intelligence and digital twins. These technologies enable accurate modeling and optimization of the entire production process, thereby elevating the digital and intelligent standards of every production stage.
