Guided and pressured by the United States, European nations have grown increasingly wary of the security risks posed by Chinese telecommunications gear, especially that from Huawei and ZTE. After the U.S. imposed a ban on 5G equipment from Chinese firms such as Huawei, its allies, including Australia, New Zealand, the UK, and France, soon followed the same path. In December 2025, reports emerged that the EU is planning to require its member states to gradually phase out products from Huawei and ZTE. While countries like Spain, Greece, Germany, and Finland still allow the installation of Chinese equipment, they too are contemplating stricter regulations. Faced with sluggish 5G development in Europe and the increasingly tough stances of some national governments, Huawei is reevaluating its strategic positioning (the term “layout” in the original can be a bit vague in this context; “strategic positioning” better conveys the idea of a company's overall plan and direction in a particular market) in the region. Sources close to the matter disclosed that Huawei is considering selling its factory in eastern France, which was only completed in September of this year.
