On November 28, news emerged that the Chongqing Municipal People's Government had recently unveiled the 'Action Blueprint for the Pilot Comprehensive Reform of Market-Driven Allocation of Factors in Chongqing.' This blueprint outlines a strategic vision to bolster data development and utilization, harnessing the pioneering spirit of enterprises in the 'Data Factors ×' endeavor to curate a suite of premium industry datasets in pivotal sectors. Simultaneously, it aims to propel the construction of the Chengdu-Chongqing National Pivotal Node for the National Integrated Computing Power Grid, accelerate the 'Xinjiang Computing Resources to Chongqing' project, and enhance the National (Western) Computing Power Scheduling Platform.

Furthermore, the blueprint advocates for the advancement of the 'Vehicle-Road-Cloud Integration' pilot project tailored for intelligent connected vehicles, the establishment of a foundational cloud control platform for big data in smart vehicles, and the creation of regional and industry-specific sub-centers for the National Industrial Internet Big Data Center. Additionally, a regional nexus for the national blockchain network will be erected.

The blueprint also underscores the importance of deepening the utilization of the dedicated international internet data conduit between China and Singapore (Chongqing), capitalizing on platforms such as the Chongqing Institute of Artificial Intelligence, the Chongqing General Artificial Intelligence Research Institute, and the Chongqing Medical Imaging Big Data and Medical AI Research Center. It aims to attract and cultivate data enterprises, ultimately fostering a national-level data industry cluster.
