From November 3 to 6, Liu Liehong, Secretary of the Party Leadership Group and Director of the National Data Administration, accompanied by his delegation, embarked on a research tour across Nanjing, Nantong, Wuxi, and other key cities in Jiangsu Province. Their mission was to gain firsthand insights into the operations of enterprises, research institutions, and grassroots data management entities. The delegation aimed to disseminate the core principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, expedite the digital China initiative, and scrutinize the ongoing reforms in the market-oriented allocation of data elements, the development of data infrastructure, and the expansion of the digital economy.

The research team underscored the importance of fully embracing the spirit of the plenary session, propelling the market-oriented allocation reform of data elements, and fostering seamless integration between public and enterprise data. They advocated for bolstering innovation within data enterprises, diversifying data products and services, and harnessing the multiplier effect of data to fuel high-quality economic and social development. Additionally, the team stressed the necessity of constructing tailored data infrastructure to meet specific scenario demands, ensuring "manageable, controllable, and measurable" data circulation.
