The National Development and Reform Commission (NDRC) has unveiled a draft of the Measures for Inter-Provincial Emergency Power Dispatch, inviting public comments. The draft proposes that in situations where power grid operation faces safety risks or power supply-demand imbalances, market-based mechanisms should be the primary approach for resource allocation and pricing. Emergency dispatch measures by power dispatch agencies should only be invoked when market-based solutions prove insufficient to fully address the issues.
