The new regulations delineate export destinations into three distinct categories: unrestricted access for allies and partners, stringent restrictions for rival countries, and limitations on the total computational power available to other nations. Furthermore, the regulations now encompass controls over the 'model weights' of the most cutting-edge AI models. Gina Raimondo, the U.S. Secretary of Commerce, announced that businesses will have a 120-day window to submit their feedback. In retaliation, China's Ministry of Commerce promptly implemented countermeasures by placing 28 American entities on its export control list.
