On September 28, 2026, reports surfaced indicating that Russia’s envisioned United Microelectronics Company (UMC) is set to acquire stakes in several small- to medium-sized semiconductor wafer fabrication plants across China. This strategic move is designed to forge pathways for advanced chip manufacturing capabilities and to narrow the technological divide within Russia’s domestic semiconductor sector. Presently, Russia’s cutting-edge process technology is capped at 90 nanometers, hindering its ability to produce contemporary chips. In response, Russia has formulated a targeted investment initiative, earmarking a total of 1 trillion rubles by 2030. Acquiring stakes in Chinese wafer fabrication plants emerges as one of the pivotal strategies within this framework. The overarching objective is to leverage equity stakes in exchange for manufacturing prowess and to ensure a consistent and reliable allocation of production.
