The Canadian International Trade Tribunal has concluded the second sunset review concerning anti-dumping and countervailing duties on crystalline silicon photovoltaic modules and laminates originating from or imported into Canada from China, subsequently revoking the existing tax order. Consequently, the Canada Border Services Agency will cease to levy relevant duties on these products.
Initially, Canada launched anti-dumping and countervailing investigations into these products in 2014, culminating in affirmative final rulings. In 2020, Canada initiated its first sunset review, which also resulted in an affirmative final ruling. In 2026, Canada embarked on a second sunset review, with the Canada Border Services Agency similarly issuing an affirmative final ruling in July of that year.
