Microsoft announced that starting from March 2027, it will raise the driver certification requirements for the Windows Hardware Compatibility Program (WHCP). For subsequent versions such as Win11 25H2, 26H1, and Windows Server 2025, driver submissions must include a Software Bill of Materials (SBOM) compliant with SPDX 3.0 format and a Vulnerability Exploitability eXchange (VEX) statement; otherwise, WHCP signing will not be granted. Microsoft plans to release a new version of the WDK tool in December 2026 to support the generation and validation of SBOM and VEX files.
