On August 28 (local time), ChangXin Memory Technologies, a prominent Chinese chipmaker, lodged a lawsuit with the U.S. District Court for the District of Columbia, seeking to be removed from the blacklist maintained by the U.S. Department of Defense. The defendant named in the suit is Pete Hegseth, the U.S. Secretary of Defense. ChangXin Memory Technologies clarified that its chips are exclusively utilized in civilian and commercial sectors, emphasizing that it does not operate as a military-industrial enterprise. Since its inclusion on the blacklist in January 2025, the company has endured ongoing damage to its reputation and commercial interests. This legal action is aimed at safeguarding its commercial interests. In response, the U.S. Department of Defense stated that it refrains from commenting on pending or ongoing litigation.
