The Shanghai Municipal Science and Technology Commission has unveiled the '15th Five-Year Plan' for the Development of the Shanghai Zhangjiang High-Tech Industrial Development Zone. This plan is designed to elevate the Zhangjiang High-Tech Zone into a globally preeminent science and technology park by 2030, marking significant strides in technological innovation and high-end industrial leadership. The plan will concentrate on four pivotal areas: maintaining a high-tech orientation, pursuing distinctive development, driving reforms, and nurturing an ecosystem. These efforts aim to establish an efficient management system and bolster the competitiveness of an open and innovative ecosystem.
Specific strategies encompass enhancing the full-chain innovation capabilities within the biopharmaceutical sector, establishing an industrial system centered around the Zhangjiang Core Park as the innovation nucleus, with coordinated contributions from parks in Minhang, Jiading, and other regions. Additionally, the plan emphasizes high-end chip design, process manufacturing, core equipment, and materials to forge a leading integrated circuit industrial cluster. It also envisions the creation of an AI-driven industrial cluster, with the Zhangjiang Core Park and other parks serving as exemplary leaders. Furthermore, the plan aims to advance the research and development of autonomous and controllable vehicle operating systems and AI automotive large models, thereby fostering the layout of the entire intelligent connected new energy vehicle industry chain. Lastly, it seeks to expedite breakthroughs and the industrialization of third/fourth-generation semiconductor material technologies, among other initiatives.
