On July 28, 2026, the Government of the Hong Kong Special Administrative Region (HKSAR) and the Ministry of Industry and Information Technology (MIIT) entered into a Cooperation Agreement on Promoting the Joint Establishment of a Manufacturing Innovation Center by the Ministry and Hong Kong. This strategic move is designed to deepen industrial collaboration between the Chinese Mainland and Hong Kong, thereby fostering Hong Kong's seamless integration into the broader national development framework. To this end, specific funds have been allocated in this year's budget to facilitate the establishment of Hong Kong's inaugural offshore National Manufacturing Innovation Center. This center will prioritize breakthroughs in pivotal technologies, the industrialization of research achievements, and the attraction of international talent. The HKSAR Government is committed to supporting the Hong Kong Microelectronics Research and Development Institute in spearheading the center's operations, capitalizing on Hong Kong's robust semiconductor ecosystem.
