In recent years, the infiltration, sabotage, and espionage activities carried out by foreign spy agencies targeting China's industrial and supply chains have become increasingly covert, professional, and systematic, posing a severe threat to China's economic, technological, and data security. Typical cases include the leakage of semiconductor technology, theft of data resources, and extraction of information on key minerals, all of which have caused significant losses. Therefore, it is necessary to establish a scientific and efficient protection system covering hardware, software, and personnel management, and encourage public participation in supervision and reporting to jointly safeguard national security.
