Senators from both major parties in the US Congress have collectively put forward the MATCH Act, with the intention of tightening export controls on China's semiconductor sector. This proposed legislation seeks to impose a sweeping ban on the export of cutting-edge wafer fabrication equipment to five prominent Chinese semiconductor firms, including Huawei and SMIC. The ban encompasses crucial equipment such as DUV lithography machines. Should this bill be enacted, Chinese chip manufacturers will find themselves unable to acquire advanced equipment for their mature process production lines, as well as for the research and development and large-scale production of advanced processes. While the proposal does not introduce any new items under control, it does modify the approval process for equipment export licenses, closes loopholes that allow for procurement through intermediaries, and extends controls to encompass the entire lifecycle of the equipment. Moreover, the bill introduces a 75% threshold calibration mechanism.
