On March 5, during the first "Ministers' Passage" session at the Fourth Plenary Meeting of the 14th National People's Congress, Yin Hejun, the Minister of Science and Technology, emphasized that scientific and technological (sci-tech) innovation should be closely aligned with industrial requirements. He highlighted the need to break free from the conventional mindset of achieving results first and then seeking their transformation. To realize this vision, Yin Hejun outlined several key strategies:
