On March 5, during the first "Ministers' Passage" session at the Fourth Plenary Meeting of the 14th National People's Congress, Yin Hejun, the Minister of Science and Technology, emphasized that scientific and technological (sci-tech) innovation should be closely aligned with industrial requirements. He highlighted the need to break free from the conventional mindset of achieving results first and then seeking their transformation. Instead, he advocated for the creation of an integrated framework that harmonizes sci-tech innovation with industrial innovation, thereby paving a clear path from a robust sci-tech foundation to a prosperous and powerful nation.

To realize this vision, Yin Hejun outlined several key strategies:

• Enhance the quality of sci-tech supply and promptly initiate significant national sci-tech projects.
• Strengthen the leading role of enterprises in sci-tech innovation and nurture pioneering sci-tech enterprises.
• Facilitate the efficient conversion of sci-tech achievements into practical applications, providing a wider array of application scenarios.
• Encourage local governments to take the lead in pilot projects and develop distinctive industries based on their unique resource endowments.
