The Anhui Provincial Committee of the Communist Party of China has unveiled its proposals for crafting the 15th Five-Year Plan for National Economic and Social Development, underscoring the imperative to bolster original innovation and address critical core technological challenges. To achieve this, the province will employ unconventional strategies to drive advancements in key generic technologies, pioneering frontier technologies, contemporary engineering technologies, and groundbreaking disruptive technologies.
The plan outlines a dynamic approach to updating the inventory of "bottleneck" technologies, with a concerted effort to achieve significant breakthroughs in core technologies spanning pivotal sectors. These sectors include integrated circuits, novel display technologies, industrial machine tools, sophisticated instruments, fundamental software, advanced materials, biological manufacturing, and essential germplasm resources.
Furthermore, the proposals emphasize the importance of adopting goal- and demand-driven methodologies. This involves establishing mechanisms to refine and disseminate major scientific and technological research tasks, prioritizing the execution of a suite of provincial-level scientific and technological innovation initiatives, and investigating mechanisms to evaluate and potentially fund non-consensus projects recommended by experts using their real names (i.e., verified identities).
