On the morning of August 26, the Shanghai Science and Technology Awards Ceremony was held with great success, recognizing the outstanding contributions of scientific and technological professionals to the city's advancements. At the event, Chen Jining, Secretary of the Shanghai Municipal Party Committee, underscored the necessity for Shanghai to spearhead efforts in crucial core technology domains and intensify the implementation of the latest iteration of the "Shanghai Plan" targeting three leading industries: integrated circuits, biomedicine, and artificial intelligence. His focus was on fostering comprehensive breakthroughs in the integrated circuit industry, methodically driving advancements in innovative drug and medical device R&D, and accelerating the iterative upgrading and expanded application of AI technology, aiming to establish world-class industrial clusters.
Furthermore, Chen Jining advocated for the adoption of innovative scientific and technological research models, such as "open competition" and "race" systems, to foster the verification and practical application of research findings. He also proposed measures to stimulate the dynamism of diverse research entities, encouraging state-owned enterprises to serve as originators of groundbreaking technology, supporting private enterprises in fair participation in major innovation initiatives, guiding foreign-invested R&D centers to enhance their capabilities, and motivating enterprises to take the lead in forming high-caliber innovation consortia.
