Henan Province has recently unveiled policies aimed at fostering the growth of the artificial intelligence (AI) industry, focusing on bolstering model R&D and application, alongside offering financial incentives to eligible enterprises. Notably, enterprises that register their AI models with national authorities will be eligible for a financial grant of RMB 1 million. Furthermore, those who independently develop and deploy large models with significant market impact can also receive a maximum support of RMB 1 million. To enhance the ecosystem, Henan Province has introduced a pioneering computing power platform operation and settlement mechanism, centered around computing power vouchers. Under this system, the province annually issues vouchers worth up to RMB 50 million. Eligible users of computing power resources will receive a reward equivalent to 20% of their usage fees, with a cap of RMB 1 million per unit per year. These funds will be shared equally between the provincial and municipal governments, fostering a collaborative approach to AI development.
