The Administrative Committee of the Beijing Economic-Technological Development Area has issued the "Several Measures on Accelerating the Construction of a Highland for Open-Source and Open Innovation in the Information Technology Application Innovation Industry," proposing the implementation of the "Goose Formation Plan" to strengthen, supplement, consolidate, and cluster the information technology industry chain. Focusing on frontier fields such as artificial intelligence, 6G, and quantum information, the plan aims to build an innovation-led, efficiently coordinated information technology industry cluster and establish a "goose formation" pattern of echeloned connection and coordinated development among large, medium, and small enterprises. Support is provided for enterprises to increase R&D efforts, arrange R&D plans around key technologies, and help upgrade the industrial chain. Taking into comprehensive consideration actual results such as technological innovation capability, industrial driving force, market competitiveness, and talent team development, support of no more than 50% of the total R&D project amount will be granted.
