The Ministry of Industry and Information Technology (MIIT) has issued a notice to strengthen network access management for agent-based terminal devices. The notice calls for improving the network access testing mechanism for telecommunications equipment, conducting risk assessments, and refining special provisions. Terminals such as mobile phones, tablets, and wearable devices with pre-installed agents must undergo agent adaptation verification during network access testing in accordance with relevant standards; carry out fraud-related risk security assessments and pre-emptive anti-fraud capability evaluations in accordance with the law; and implement key communications work requirements. Agents used by terminals should be assigned a unique identity code by reference to the series of national standards for agent interconnection. Production enterprises must ensure consistency of terminals before and after certification; if major changes occur to terminals, they shall report to the MIIT and conduct re-testing as required.
