On November 4, the main forum of the 2026 World Internet Conference Wuzhen Summit released the "Action Initiative on Jointly Building Global Open Artificial Intelligence." The initiative points out that computing power, data, and talent are playing an increasingly important role in the AI transformation, yet they remain highly concentrated, and only a minority of countries and enterprises possess the conditions for large-model R&D and application—a situation that may give rise to a new digital divide. The initiative calls on all countries to jointly build and share computing power pools and high-quality datasets, establish an open-source seed fund, and support Global South countries in pursuing localized development on open foundations.
