On November 4, Foreign Ministry spokesperson Mao Ning held a regular press briefing. A reporter inquired about the annual cybersecurity report released by the UK National Cyber Security Centre on November 3, which described China as a major power in artificial intelligence technology and predicted that by 2028 China is "highly likely" to frequently use AI to carry out hacking operations, labeling it the "most complex and most persistent" cyber threat facing the UK. Mao Ning said that China has taken note of the relevant reports and expressed serious concern over the UK side's smear campaign against China using speculative language in the absence of evidence. She pointed out that cybersecurity risks posed by artificial intelligence are a common challenge for all countries and that new international rules should be formulated under the UN framework to jointly address them. Regrettably, the UK side has long politicized cybersecurity issues, and now it is using the "old bottle" of hacker attacks to hold the "new wine" of suppressing China's AI development. Such erroneous practices are not conducive to enhancing China-UK mutual trust and will also damage the UK's credibility in global AI security governance cooperation. Mao Ning stressed that China has consistently maintained that AI development should adhere to the principles of pursuing the good and beneficial, openness and inclusiveness, and coordinating security and development to ensure safety, reliability, and controllability.
