The Jupiter data center, a cornerstone of the expansive Stargate AI infrastructure project situated in New Mexico, USA, might encounter delays in its scheduled 2028 operational launch. This setback stems from the inability to secure the requisite environmental and power supply clearances for its 2.45GW-supporting microgrid. Oracle, a key player in the project, has formally notified the project developer of a force majeure situation, emphasizing that any delays attributed to external factors—such as power supply issues or regulatory hurdles—will result in the deferral of certain payments as a risk mitigation strategy. This development has sparked market apprehensions regarding the advancement of mega-scale AI data center constructions. Consequently, syndicated loans associated with the $18 billion project are now trading at a discount, accompanied by an uptick in risk premiums. Presently, Stargate boasts a secured computing capacity exceeding 10GW. However, the majority of its projects remain entrenched in the preliminary phases of civil engineering, approval processes, and energy infrastructure development. Only a select few facilities, exemplified by the Abilene campus in Texas, have transitioned into active operation. In parallel, Texas has temporarily halted the approval of new data center projects, citing an overwhelming influx of grid connection requests and a consequent need to reevaluate grid capacity. While the strategic planning for AI computing power can evolve swiftly, the physical constraints inherent in energy infrastructure, construction timelines, regulatory approvals, and financial arrangements are emerging as formidable barriers to the realization of mega-scale AI data centers.
