On September 17, a spokesperson from the National Radio and Television Administration (NARTV, in Chinese, it's commonly known as SARFT, the State Administration of Radio, Film and Television) announced at a press briefing that during the 15th Five-Year Plan period, the NARTV will persist in fostering the innovative integration of artificial intelligence across the entirety of the radio, television, and broader audio-visual industries. Simultaneously, it will balance development with security, adhering to the guiding principle that technology should be harnessed in service of both the public and creative pursuits. The NARTV is committed to proactively steering and standardizing the utilization of AI throughout the entire lifecycle of audio-visual content creation, from inception to distribution. This approach aims to foster innovation within defined parameters, ensuring that standardized development adheres to clear guidelines. For instance, audio-visual programs that are generated, produced, or broadcast using AI technologies must incorporate content identification mechanisms. Additionally, critical phases of program production, as well as the final content, are subject to rigorous manual review processes. Notably, any form of AI-driven modification or alteration of content is strictly prohibited. As AI technology continues its rapid advancement, the NARTV will consistently refine its regulatory framework, undertaking scientific evaluations and implementing customized measures to promote innovation while steadfastly upholding fundamental principles.
