European Central Bank President Christine Lagarde warned in Vienna on September 14 that Europe is highly dependent on external suppliers for artificial intelligence models, computing power, and infrastructure. If future access to services is withdrawn or the terms of use change, it will affect multiple areas such as customs, taxation, transportation, healthcare, and banking payments. She called on Europe to accelerate the construction of data centers and develop models running on local infrastructure. Lagarde pointed out that by 2025, the United States will introduce 59 major AI models, China 35, while France and the United Kingdom will each have one. The current capacity of Europe's data centers is already insufficient to meet demand, and the gap is expected to expand more than sixfold by 2036, with the upper limit of funding required to fill the gap over the next decade possibly reaching 600 billion euros.
